To indicate and reinforce the relatedness of elements, or to indicate and reinforce the differences among elements, you would need similarity, and the lack of similarity respectively. And to enable people to efficiently transfer knowledge to new contexts, learn new things quickly, and focus attention on the relevant aspects of a task, you would need consistency.
