In the first of a special 2-part episode of A Seat at the Table: Conversations on Leadership, Equity and Innovation, Dr. Lynette Fraga talks with Barbara Chow, the education director at Heising-Simons, a family foundation based in Los Altos and San Francisco, California.
Barbara Chow, with a professional background in civil service and an expert on K through 12 issues, began her portfolio on child care and early learning four years ago.
Barbara Chow shares her educational and professional journey, which began with an interest in government, and shares how mentors and her own family’s journey gave her a passion for social justice issues. Together, Barbara Chow and Dr. Fraga discuss the current landscape of child care and how government and philanthropy can make a difference for our youngest learners.

About Barbara Chow
Barbara Chow is the Education Program Director at the Heising-Simons Foundation. Prior to joining the Foundation, she served as the Education Program Director for the William and Flora Hewlett Foundation.
Barbara Chow has also served as the Policy Director of the House Budget Committee and the Executive Director of the National Geographic Education Foundation. During the Clinton administration, she served as deputy director of the Domestic Policy Council, associate director for Education, Income Maintenance, and Labor programs at the Office of Management and Budget, and special assistant to the president for White House Legislative Affairs.
Barbara Chow has a master’s degree in public policy from the University of California, Berkeley.
