NOTICE OF PUBLIC HEARING
These bills amend the SAPHE 2.0 law passed in The Acts of 2024, lines 4565–4722. That law ties public health funding to a standardized, top-down system of state-defined services.Â
The Problem: Under the current law, towns must comply with state-determined public health standards in order to receive state funding. This removes local control and makes funding contingent on conformity, not need.
