Looking deeper into Luke 2 we see in the Shepherds 3 responses to peace: First is to encounter Jesus and get peace with God, secondly peace with others as the shepherds went throughout Bethlehem telling everyone they saw of the good news and finally the found peace within themselves as they went back to the fields glorifying and worshipping God.
