In 1981, militant Klansmen in East Texas waged a terror campaign against recently immigrated Vietnamese fishermen who were trying to make a living near Galveston Bay. As tensions heated up, some began to label the conflict a “race war.” But a legal argument brought justice to the vulnerable community of Vietnamese refugees.
