In Part 1, Jaye discusses the history of the vote in the United States as it pertains to race and ethnicity from the founding through the Jim Crow segregation period. She argues that there has always been tension between the democratic impulse to expand the electorate, and the anti-democratic desire to limit the electorate to more powerful, privileged groups.
