Erinome: Hello dear friends, today we are going to talk about the new rental housing regulations starting on September 15th. It’s a big topic for many people who rent or own houses. Enceladus: Hi Erinome! Oh right, I’ve heard people talking about it. What’s so important about these new rules?  

Erinome: Well, first, they are China’s first national-level laws for renting houses. Before, maybe some cities had small rules, but now it’s country-wide! Enceladus: Wow, that sounds serious. So what changes the most? Taxes? I heard house owners need to pay more taxes now?  

Erinome: Yes! Let’s start with taxes for personal owners. There are different taxes like VAT, property tax, and personal income tax. For example, VAT: if you rent a home (not a shop or office), the tax rate is 1.5%. But wait—if the monthly rent is less than 100,000 yuan, no VAT! Enceladus: Oh, that’s good news! So small rent doesn’t need VAT. What about property tax?  

Erinome: Property tax for home renting is 4%, but there’s a discount—half of that, so only 2%! For shops or offices, it’s 12%, half is 6%. Enceladus: Oh, so homes are cheaper to tax than non-homes. What about personal income tax?  

Erinome: For homes, the rate is 10%. For non-homes, 20%. And you can subtract some costs, like repair fees. For example, if rent is 1,500 yuan, after subtracting 800 yuan, you pay 10% on the rest. Enceladus: Hmm, 1,500 minus 800 is 700, 10% of 700 is 70 yuan. That’s not too bad. What about companies that rent houses?  

Erinome: Companies have similar rules. Both big and small companies, if they rent homes, pay 1.5% VAT in advance. For non-homes, 5%. And property tax for companies: 4% for homes, 12% for non-homes. Enceladus: Got it. Now, what about safety? I’ve heard some people rent very small or dangerous places.  

Erinome: Oh right! The new rules say some spaces can’t be rented as bedrooms. Like kitchens, bathrooms, balconies, garages, even underground storage rooms. Enceladus: Sad, some people used to live there because it’s cheap. What happens if owners do that?  

Erinome: They can get fined up to 100,000 yuan! Oh no, that’s a lot. So owners must make sure the house is safe—good fire, building, and decoration standards. Enceladus: That’s important. No one should live in dangerous places. What about tenants’ privacy? I heard some owners enter the house without asking.  

Erinome: Wow, the new rules fix that! Owners can’t enter the house without the tenant’s permission. Only emergencies, like a fire or flood. Enceladus: That’s great! Tenants need privacy. What about the deposit? So many people have trouble getting their deposit back.  

Erinome: Yes! The rules say the deposit details must be in the contract: how much, when to return, and why the owner can keep some (like if the tenant breaks things). No good reason, the owner can’t keep it! Enceladus: Oh, that’s a relief! Before, some owners used flashlights to find small wall scratches and keep the deposit. Erinome: Exactly! The rules say that “flashlight checks” are not allowed. So no more silly reasons to take the deposit.  

Enceladus: What about contracts? Do they need to be registered somewhere? Erinome: Yes! Owners must register the contract on the housing platform. If they don’t, tenants can do it themselves. And registration is free. Enceladus: What if they don’t register? Erinome: Big fine! Up to 100,000 yuan. And owners only have two months to prepare. Oh no, they need to hurry!  

Enceladus: That’s strict. So tenants and owners both have new things to do. What should tenants do to stay safe? Erinome: The news says: when signing the contract, check the owner’s ID and house papers. Be careful of “second owners” who don’t have the real papers. Enceladus: Right, some bad people lie about owning the house. What else?  

Erinome: When moving in, take videos of the house—like walls, furniture, water/electric meters. So if the owner says you broke something, you have proof. Enceladus: Smart! What if there’s a problem, like the owner won’t return the deposit?  

Erinome: Save the contract, chat records, and videos. Then call 12345 or report to the housing department. Enceladus: Good to know. Do you think rents will go up because of these rules?  

Erinome: Maybe short-term. Owners might need to pay more taxes or fix the house, so they could ask for higher rent. But long-term, it’s better—safer and fairer for everyone. Enceladus: Sad for tenants now, but good later. What about “群租房” (qún zū fáng)—many people living in one small house?  

Erinome: Oh, the rules stop that! No more too many people in one room. Each city will say how many people can live in a room and the minimum area per person. Enceladus: That’s good. Crowded houses are dangerous. What about中介 (zhōngjiè)—rental agencies?
