Jeffrey Neal is former chief human capital officer for the U.S. Department of Homeland Security and is a Fellow of the National Academy of Public Administration. In this episode, you'll hear the second part of Neal's conversation with GovExec Daily about the reasons that modernization has been so slow going, how it can be accelerated and the Academy's role in moving modernization forward.
