They dive into the impact of parental incarceration on children, communities, and the state economy. HB 291 is a Blueprint for Kentucky’s Children priority bill that would require the courts to consider alternative sentencing options -- such as vocational training, mental health services, or outpatient substance use treatment -- for those who have committed a non-violent offense and are the primary caregiver to a dependent child; it is currently awaiting action by the Kentucky Senate.
