The 2021 National Defense Authorization Act required Adm. Philip Davidson, commander of US Indo-Pacific Command (USINDOPACOM), to provide an independent assessment to Congress outlining USINDOPACOM’s resourcing requirements for the Pacific Deterrence Initiative.
