Vice Mayor Rogers is an expert regarding the Broken Windows Theory and implemented policing strategies derived from this theory. The discussion will show the widespread support of these policies within Law Enforcement, Policy Makers and Politicians in the 1990s and early 2000s. The goal of the discussion is to dispel the myth the implementation of these policies led to systemically racist outcomes.
