It wasn't the sort of announcement that hogs the headlines, but the throne speech of Sept. 23 included the following form of words. "When the Prairie Farm Rehabilitation Administration was closed by a previous government, Canada lost an important tool to manage its waters. The Government will create a new Canada Water Agency to keep our water safe, clean, and well-managed." This announcement caught the attention of Bob Sandford, the Chair in Water and Climate Security at the United Nations University Institute. Bob is also the author of some 30 books on the history, heritage and landscape of the Canadian Rockies.
