The prophets felt neglected when they spoke of coming conflicts, and the word of God was ignored. We know Jesus was neglected John 1:10 " Though the world was made through Him, the world did not recognize Him." Neglect affects the whole human race infant to adult. It does not come from God it comes from sin. God our Father has always had a plan for the pain, and trauma of rejection. He says I will be with you. Remember we are accepted in Christ we are His beloved.
