Is a benevolent dictator really the best form of governance?

Arguments have been made to that effect. Yet for some reason, that is not the primary method used by nations, so we want to know why. We take a look at absolutism through the ages and evaluate its effectiveness to try to figure out why it was used by rulers and even supported by subjects despite its seeming lack of equity.
