Is it inspiration that leads to action? Or action leads to inspiration?

From my personal experience, I realized that when I create content even if I don't feel like to, inspiration always comes. On the contrary, when I feel I am not in the mood, thus I can't produce anything, it takes weeks or even months to start creating again. And this harms my productivity.
