The 2017 Democracy Index ranked Mauritius as the only country with a full democracy in Africa, with South Africa ranking at number four. In 2018, it placed three African countries, Chad, Central African Republic and the Democratic Republic of Congo in the bottom 5 of its least democratic countries.
