In the 1980s, the largest refugee resettlement program in United States history took place. Over 1 million refugees for Southeast Asia, including Vietnam, Cambodia, and Laos, made their way to the U.S. For many of those refugees in Seattle, it was difficult to find a permanent home, especially those who fell into crime.
