Charles Hatfield...Was he a rainmaker or a skilled weather predictor?  The devastation caused by the flooding in San Diego in 1916 took decades to repair.  Stiffed on the $10,000 he was promised might have been a blessing, if it meant he would have to assume liability for millions in damages.
