Rick Halford is a long-time Alaskan. He served for 25 years in the Alaska Legislature (from 1978 to 2003) and was Senate President for two terms. He was immersed in the decisions which implemented the Permanent Fund. Rick was in the Senate when the price of oil sank to $8 per barrel, and he had to deal with those fiscal challenges. He holds a degree in History and Political Science from Alaska Methodist University. Recently he served as co-chair of Governor Walker's 2014/ 2015 transition team.
