On April 20, at their regular meeting, the Albany Common Council took up to the changes to the inclusionary zoning measure they had passed in 2025 at the request of the mayor. The old measure used a tiered system based on development size to enforce a percentage of affordable housing units. The new version uses a flat 5% of units and allows developers to buy out of the requirement for $50,000 per unit. We will hear excerpts from the debate and vote on the revised rules.
