There is concern lives are being put at risk because people are desensitised to recalls.
Globally, millions of cars containing faulty Takata airbags are being recalled over fears they may explode.
About 60 percent of Takata airbags in New Zealand cars have been replaced, but 35,000 cars remain unchecked.
Alexander Brangman's daughter died after a Takata airbag exploded in California.
He told Mike Hosking people have become immune to recalls.
"They just hear it, they don't respond, they might not bring their cars in for recall because they are so desensitised to just hearing the recall."
He said it's frustrating because you don't necessarily get co-operation from automobile manufacturers.
