From Rom. 3:23 We shall learn that all have sinned. All mankind without exception is sinful not just because he sins but also that he was born so. Man in his dead sinful condition cannot save himself.

The good news is that before the world began, God made provision to save a people for himself. Such people, Christ died for and the Holy spirit must apply the gospel to their hearts to give them new lives. Anyone can be saved.
