After the judgment of Babylon/empire in chapter 18, the destruction of Satan, the beast, the false prophet, and all those who worship the beast in chapter 20, there is complete restoration in described in chapter 21. John sees a new earth, a new heaven, and a new Jerusalem. God makes all things new. He prepares a place to dwell with his people because God restores where God resides.
