Speaking at an event in Berlin, German Chancellor Angela Merkel claimed that freedom of speech should have limits to prevent "hate speech." Unsurprisingly, she and her government would set those limits. Ian explains why freedom of speech protects so-called "hate speech," and why the only form of speech that should be outlawed is the direct and specific incitement of violence.
