With Team Arrow's remaining members down to the bare minimum, Oliver begins to question his own leadership as the Green Arrow. Compounding the problem, as Dragon begins to turn up the heat in his plan to take over the city, Oliver finds that it's not just his role as mayor in jeopardy, but also everyone he loves.
