These chapters are Bran and Davos, both of whom are in rather difficult transitional periods at the moment. Bran is still hiking up to the North with Meera and Jojen, and it's very slow going with a lot less forward movement than you might expect. Davos is in the dungeons, but he's actually healing from his illness and putting some weight back on after nearly starving to death. Bran is told the story about the tourney at Harrenhal, and Davos gets confronted by Melisandre.
