Parents should have to take classes on how to raise a child when they become parents.  Every institution has rules in place in order for humans to drive, vote, buy alcohol, get into schools, become President.

The inevitable dysfunction of the adults would surely lead to the decline of mental health in children, that eventually grow up to be haters and killers.
