David was given a special oracle of God to explain how -Practical Atheists- live and think, with 'no fear of God before their eyes'. We may say that we believe in God and yet in practice we are Atheists living deceitful lives with no reference to our God. The impact on us is a gradual hardenning of the heart. David then contrasts this with the loving, faithful and righteous God who is the Fountain of true Life.
