According to a recent update from the Institute for the Study of War (ISW), Russian President Vladimir Putin is a risk-averse and highly calculating actor who likely sought to manage the emerging threat to his control from Yevgeny Prigozhin and the Wagner Group by gradually reintroducing the Russian MoD into prominence and power. Putin had ultimately allowed the Russian MoD to retake control of the Bakhmut direction from Prigozhin in January as Wagner forces failed to deliver the promised victory over Bakhmut by the end of 2022.
