In the wake of the BC Utilities Commission ruling BC Hydro must go ahead with a 3% rate hike starting April 1st, an SFU political scientist says it's not unusual for a campaign promise to be broken, as a year ago the BC NDP were promising a one-year freeze on Hydro rates.
