A big hurricane keeps developing and getting stronger and stronger, as the high pressure system keeps, getting in the way, the hurricane becomes stronger and stronger, and then when the high pressure system gives way, the hurricane is now big and strong and now on a new born path to greatness.  This is a metaphorical presentation.
