Hillsborough County, the nation's eighth largest school district, is asking voters to increase local sales taxes in order to help pay for construction and maintenance projects, including much needed air conditioning repairs. But the district faces hurdles along the way, such as convincing the public it can be a good steward of tax dollars while avoiding outright campaigning, which isn't allowed by law.
