The Lord pleads with rebellious, wicked, hypocritical Israel to repent of their sin, to wash themselves and do righteousness, and if they do, they Lord will repent and forgive and bless them. The bible clearly states in many locations that the sovereign Lord repents and changes his mind and heart and actions towards his people because of their repentance.
