Possible Correction at 19:30:  Maybe he was talking about house *insurance* when he said it's more expensive for the poor.  If so, that's probably because poor neighbors break in a lot.  Because on average, poor people commit more crime.  But he can't complain about crappy poor people because that's a big chunk of the Democrat base.
