We spoke with Pedro A. Noguera, Dean of the Rossier School of Education at the University of Southern California, about the dangers of placing these limits on educators, and hear from Indiana teacher Matt Bockenfeld, whose comments sparked Senator Baldwin’s controversial remarks.
