From slavery through Jim Crow and into the Great Migration, Black communities built parallel systems because mainstream systems were often unsafe, inaccessible, or extractive. That infrastructure took many forms.    

This historical pattern matters today because the underlying condition—unequal access to protection, wealth-building, and institutional responsiveness—has not fully disappeared. Community remains a practical risk-management tool.
