Bobby responds to Gerry Mulligan's Sunday commentary in agreement that plans are an important thing but can't be the only thing. 

In topic 2, Bobby talks about why it's understandable for commissioners to want to help when times get bad, like in the case of what's going on in Crystal Manor, but why government shouldn't take short cuts at the expense of personal liberties.
