The Bodo's were one of the earliest settlers in Assam which belonged to the Tibeto-Burman branch of the Sino-Tibetan family. Mostly concentrated in the Bodoland Territorial Region, north of the Brahmaputra River in Assam, they form the largest ethno-linguistic group in the state, with a population of around 6% according to the 2011 survey.

The dispute can be dated back to the 1930s when Gurudev Kalicharan Brahma, a social and religious reformer of Bodo society, raised the demand for a separate Bodo state. This was instigated by a fear of cultural imperialism they would eventually face from Hindus and Muslims who had settled and taken control of the earlier Bodo controlled regions. Gurudev Kalicharan Brahma submitted a memorandum to the Simon Commission urging for a separate political setup for the various tribes that was led by their respective members but it was rejected by the then Colonial India and then subsequently by the newly Independent India...
