Months after railroad workers discovered a body stuffed inside a trash bag along State Road 13, police have identified the victim as Brandy M. Hickey, 42, of St. George. The body was discovered April 2 near 2600 West Highway 13 by Union Pacific Railroad workers performing cleanup along the tracks. Police said the remains were inside a black plastic bag lying in nearby weeds.
