Bolivia is a very high country both in the geological and cultural sense. Culturally, the area we now know as Bolivia has housed some extraordinary civilisations including the Tiwanaku and, for a relatively short time, the Incas. However, Bolivia has also had some lows, which have either been the consequence of foreign inquest or the inability of Bolivian (and other South American) elites to not fight each other, or indeed to do democracy properly.
