Most of the thousands of homeless people in Chicago have been kicked out of at least one other shelter. Not at Primo Center where they work with rulebreakers instead of removing them. Primo Senior Clinician Trevaughn Davis-Neal discusses how Primo makes it work and how she’s bringing the approach to other shelters in Chicago.
