Conflict 1:  Garibaldi is working as a private Investigator and still using government gear—a PPG and identification credentials issued to him by B5 when he was the Security Chief.  Now he’s using them to facilitate his private (and at times illicit) work, and Sheridan puts a stop to it.  Garibaldi is angry about it even though he knows better, and it further fuels his contrarian view of Sheridan.  He’s also convinced to put his skills to use working a job for Mr. Edgars on Mars.  It’s work, so why not?  It’s also a test of Mike’s loyalty, perhaps in advance of something bigger?

Conflict 2:  Edgars has apparently developed an antidote to a virus that’s deadly to telepaths.  His wife (and Garibaldi’s former girlfriend) Lise is coming to B5 in this regard and Garibaldi is her protection.  Garibaldi doesn’t like telepaths but his new boss is working on an antidote to help them; and even though he denies it, he still has feelings for his ex.

Conflict 3:  Sheridan convinces Mollari and G’Kar to agree openly and jointly to support his plans, sending an incredibly strong message to the League of Non-aligned Worlds about the strength and importance of the work of the Resistance.  While they align themselves with each other to support Sheridan, it’s no surprise that G’Kar continues to hate Mollari.

And Zathras? No one manages poor Zathras, you see. So Zathras talks to dirt. Or to walls, or talks to ceilings. But dirt is closer. Dirt is used to everyone walking on it. Just like Zathras.

The show ends with the Voice of the Resistance making its debut transmission!
