Mark Jenkins is founder and executive director of the Greater Hartford Harm Reduction Coalition. As such he does a lot work with the Alchohol and Drug Recovery Clinic on Blue Hills Ave. in Hartford. But he says the governor's budget plan, which would take funding away for recovery beds at the clinic, could lead to some deaths.
