Tim Heim, president of the Connecticut Coalition Against Crumbling Basements, says he is hopeful a new Connecticut budget will include money to help homeowners with crumbling basements. But in a wide-ranging interview, Heim said a loan from the state is not the answer homeowners are seeking.
