A business think tank believes too much Government spending is going to waste.

The New Zealand Initiative says one in three dollars the Government spends is not resulting in any measurable outcome.

Researcher Bryce Wilkinson told Mike Hosking education funding often gets spent in what it says are the wrong places.

"To have all of those years of schooling and have such inadequate progress, the question has to be asked what more can be done, or how can it be done better."
