The City of Johannesburg has declared that the fatal collapse of an illegally erected building in Ormonde was an entirely preventable tragedy. The disaster, which resulted in the deaths of nine construction workers, has been attributed to a severe breakdown in oversight, process, and accountability. According to preliminary investigations, the structure was built in total defiance of development planning regulations and lacked any of the required municipal approvals.
