Jesus takes the sum of His ethic and declares that those who build on it are firmly established. Though applicable for non-believers seeking justification, this s actually a sanctification passage (like all the Sermon). Jesus is calling believers to follow His ethic by building their lives on His words. Truly, that is building to last.
