California Assembly Bill 1187 proposes changes to firearm safety certificate requirements. It would mandate that personal firearm importers obtain a safety certificate within 60 days of bringing a firearm into the state and include it in their report to the Department of Justice. Furthermore, starting July 1, 2027, all new applicants for a firearm safety certificate would need to complete a minimum eight-hour training course, including live-fire exercises. This bill also specifies that no state reimbursement to local agencies is required for costs associated with these new mandates, as they relate to creating or changing the penalties for crimes.
