The government shutdown could not derail yesterday's debut of insurance exchange open enrollment in the Affordable Care Act. But overwhelming demand for affordable health insurance did result in system crashes and long waits for individual plans. Fortunately, the uninsured have until December 15 to enroll and make their first premium payment.
