DC Serial Killer dubbed The Freeway Phantom was active in the Nations Capitol in the 70s. The Freeway Phantom preyed on young black girls throughout the city. These killings were never solved and there was no national outrage... Why? Almost 40 years later these cases are still cold. No new investigation has occurred.
